I tried to access EPR thru LiveStream on my iPhone, and it said that the radio wasn't set up for LiveStream Mobile... Would it be possible to have EPR set up for LiveStream Mobile?

No, not at the current time.
The only time you can watch EPR on mobile is during a LIVE broadcast where it can stream specifically in mobile quality.

However if you have an android, you can download dolphin browser and use it's agent setting to trick the player into thinking you're on a.desktop and play it that way (since they support flash) - however this is very laggy and heavy on data.

Do you know if we'll be able to get EPR on apple devices at any point? Is it technically impossible/hard to do, or is there some kind of red tape involved?

I'll not go into details beyond
    The flash port called frash
And an alternate browser available through Cydia.

For a second I was excited, until I read it is only for iPhone.

One might want to add that "Frash" only works on iDevices running iOS 4.1 or older. Any iOS version above 4.1 is not supported. (Unless it was updated and I didn't see it which I doubt.)

Given the chance that you have both, Frash and the alternative browser (which I don't know) it should be possible to tune in at any time.

Another browser available on the app store is "Skyfire". You can listen to EPR but the chat will still be disabled due to the non existence of flash on idevices.

As for Android users, you should be able to tune in if you can change your user agent from mobile to desktop. Further infos on how to do that can be found by using google.

All other mobile devices can only get onto EPR when live broadcasts are being done. Livestream.com only allows streaming of regular content to mobiles if the channel is running on a premium subsription which EPR doesn't and probably never will since those are priced at 350$ per month.

I've got Skyfire, bought it just so I could listen to the radio. Doesn't seem to work though, is there something I'm missing?

Not really. Just open the radio and Skyfire should tell you that there's video content available. Then just tap the video icon and it should open the stream.
