Here's something I've been dying to parse out for a while now. What is the chain of command for Law and Order in Equestria. I don't mean the courts as it's apparent from the show that there is a mayor and legislative bodies in ponyville. What I want to know is how the forces stack up. I suppose the following: Celestia: Commander in Chief The Guard Sheriffs (Silver Star) Police (What I've called the Constables or Constabilary) Private Security I'm just wondering if anyone else has any thoughts about the subject.

What I've always wondered is if the special night guards Luna had carry her in "Luna Eclipsed" are a certain type of guard specifically for her. I wouldn't think guards would dress up for Nightmare Night. Otherwise, I think you're spot-on, Virgil.
I would not be surprised if the night guards are more of her minions. Now that she's free of the darkness, she can probably use her skills to fully change the guardsmen or fabricate them from nothing ex nihilo.
I'm not even sure if Appleoosa is even in Equestria. Buuuuuut it probably works like this, seeing as though Equestria is a monarchy: Celestia/Luna > Royal guards > Harmony, trust, rainbows and kittens between the residents of Equestria.
I doubt there's really much crime in Equestria, but I Virgil's system seems pretty sound. I doubt the guards function as much of a police force though, since they seem to be confined to Canterlot. Mostly see them protecting the princesses, so I'd hesitate to say they actively enforce law and order as a regular duty.
