I don't really play Fallout, but from what I understand it's hard to do voiced mods well in any game, and this mod in question would need to have a LOT of different voices in it. There would be the murderer, plus a large number of children who would need to sound at ;east slightly different every night for the purposes of the story. So, basically, the reason why nobody has modded it was also part of the reason why the developing team scrapped it. (If it was ever a thing.)

Tell that to the creator of willow, she is fully voiced out. Some other people also voiced their created companions to talk when she talks about something. The mods that don't have voice overs work just as fine too. Someone could do it if they wanted to. The mod community out there is fantastic with the things they make. Like the tale of two wastelands. They made it so the Capital wasteland and Mojave can be played on the same engine.
There is a way to subvert that by blasting them out of the map. Or just by using the "Disable" command.
I don't think anyone is trying to say whether or not it can or can't be done, nor trying to discredit what the mod community is capable of. Just that it would be an ambitious project that needs the right people or it would just completely fail.

The first one was built to be perfect, but people wouldn't accept the programming. I also have a chair called Linda. She vibrates too.
