That woman is clearly not dressed with the intention of fighting. There's nowhere to conceal weapons. Her dress is loose, and thus easy to grab and throw her around. And while I've seen many women who can run and keep balance in heels... most of them have said they only achieve it with good concentration. Based on the size of those heels, she'd need to split her focus between the fight and just not falling to the ground when trying to dodge an attack. I'm not saying it's impossible, and succeeding in that attire would certainly leave an effect, but it's far from likely.
