Rainbow Dash, obviously. Doctor Whooves is great as a background character, and I prefer that he remain in the background, if only to preserve fanon.
Well i think that there should be an episode that has Doctor Whooves as a Time Lord/Pony that lost his memories and has just regained them and the mane six find his TARDIS and watch him regenerate.
I will reiterate what Ridley said. Dr. Whooves is a background character. Having a crossover episode wouldn't be necessary, either.
That will absolutely never happen. Besides the obvious legal issues, I don't know how much overlap there is between MLP fans and Doctor Who fans. A crossover would likely end up pissing off both fandoms.

Well, when you get right down to it, there's really not much 'character' on the Doc's end. I mean he's only had a couple of lines during the whole series (if that many). And since Rainbow Dash is a fully developed main character, it doesn't really make for a fair and balanced comparison.

That wasn't a "claim". It's taking a minor character and having fun with it by giving it a new spin. I never "claimed" anything. Doug Walker has General Zod be a whiny, petulant underachiver working for a shadowy organization. James Rolfe has R.O.B. as an evil robot hellbent on replacing all videogames with "Gyromite" and "Stack Up". Phelan Porteus has the Shredder and Sub-Zero as his roommates. Where's the "evidence" in THAT? Or what about Dragon Ball Z Abridged? Where's the "evidence" that Jheese comes from Space Austrilia and that Mr. Popo is psychotically insane?
