As far as I've seen, no. They appear to be able to take any form they desire, and can even take on forms much smaller or larger than their usual bodies. The Gems are essentially sentient gemstones. The forms they take, including their typical humanoid forms, are simply hard light (or the magic equivalent) holograms produced by the gemstones.
As far as the humans around them are concerned, they do look human. Well, human except for the fact that Garnet is seven feet tall and has three eyes. I've just started learning it. I still rely on the translator more than I'd like. As for the fight, I dunno. I never really got into Megaman. That said, I'd say Megaman X is more powerful, because he has a physical body with actual weaponry.
