I'm new too, so I can't help you with that rule. Still getting used to them myself. I didn't figure out till just yesterday that post in the games section didn't count towards the post count. Still welcome and I hope you find what you're looking for.
There's no rule against posting in-character, but some people get annoyed by it. Just don't try to pull the "I didn't say it, my character did" crap. Anyway, welcome to EP.
