I dealt with the same thing during my first job at a grocery store (way back during my senior year of high school). I quickly concluded that one could get a glimpse of society's corruption in microcosm simply by observing what goes on in a grocery store parking lot.
That depends on how well the lot is designed. If there's a cart corral fifty feet away, I'll use it. If it's on the other side of the lot, or blocked by traffic or parked cars, I ain't wasting time on it.
Well, that, and the fact that I've developed an incredible hostility towards Walmart after they screwed me over multiple times.
Customers' cars can also get damaged if the wind manages to catch a stray cart. Stores should have the authority to fine people for leaving carts strewn about the lot.
