Let's just put it this way, the shadowed forest was never truly touched by the war. Hey I had an idea why don't you have Fleet Captains instead of just Captains.

Each Fleet Captain gets control of five ships, one transport while the rest are escort ships. This way all the players are spread out over several different fleets as it where.
