I would suggest reporting this to the police or whatever passes for the FBI over there. This is harassment and blackmail. Also, if they are pretending to be law enforcement, that is another serious crime.
This doesn't sound like a hack to me at all, more like one of those ransomware viruses floating around, demanding payment via PaySafeCard or similar. Can you check if you can boot your PC in Safe Mode? If you can, performing a system recovery to the last available date and running a full scan with an antivirus program might be a good idea. I personally prefer using Avast, but there are lots of other good antivirus softwares out there, and you can ask around if you feel like it. You might also want to look up some info about the virus on Google (Serios Organized Crime Agency virus), because I'm pretty sure it also modifies a few registry keys, which are beyond my knowledge. Hope you get it sorted soon!
These are known as ransomware viruses. They literally hold your PC to "ransom" and demand cash or you will face "criminal prosecution" or some sort of scare to get you to comply. Do not follow any demands they make, it is fake and all they want is your money. Take a look here for information and removal instruction. Good luck, and if you need any clarifications or help, feel free to get in contact with me. It's already well known by now. Ransomware has become a new trend in recent months -- You pick them up similarly to any other sort of malicious software, so individual reporting to authorities will not give them much to go on, other then they claimed another victim out of thousands already. Just like most wide-scale and professionally done internet crimes, a victim's PC will usually leave little to no trace of where it came from sans the site that the virus was picked up from or the temporary random server it is transmitting to.
So, I found out what exactly this Virus is. And there's only one thing you can do, and that's reset/wipe the computer's Hard drive. Everything will be lost regardless, and so far there's not much antiviruses that can protect from it. "Meet CryptoLocker. It’s your worst nightmare. A lot of antivirus software, including the big names, cannot yet detect or stop it. If your computer gets it, CryptoLocker takes all your files hostage by encrypting them and giving you a certain amount of time to send a certain amount of money to the man behind the virus. The encryption is very tidy, and so far seems uncrackable (well, crackable, but it might take a couple centuries). If you tamper with the virus itself, it will pretty much self-destruct and take everything with it. And the way the money is transferred, the dick programmer behind it all for the moment is pretty much uncatchable. YOU CANNOT GET RID OF THIS VIRUS WITHOUT COMPLETELY WIPING YOUR COMPUTER. YOUR ONLY CHANCE IS PREVENTION AND PREPARATION. Back up your computer to something like an external hard-drive, or even an internal hard-drive that you just take out and stuff away somewhere for safe keeping. Make sure your antivirus is up to date, avoid skeevy sites, and don’t open random emails. DO NOT download email attachments unless you know exactly what it is, because that seems to be how this is primarily being transmitted." And of course, I'm guessing it's already seeped and disposed of everything. - - Auto Merge - - Or either it's an exact replica of said virus.
