ISPs put major pressure on Californian Democrats to water down the Net Neutrality legislation so it's not as heavy hitting. ISPs fear this legislation due to the fact that it goes beyond the laws passed for type two protections in 2015. The legislation not only would prevent blocking and throttling of content on the internet. But this legislation will actively take aim at 'zero rating' to prevent ISPs from using underhanded tactics to get around type two protections. ISPs know that if they force this legislation down, that there will be a huge uprising against the Californian Democrats and them.
