The idea is simple: The RPer's are Detectives (In Manehattan, if you didn't notice). Their job, solve the crime. It may vary from theft to murder. The detectives have to work together to examine the scene, interview witnesses, and arrest the suspected perpetrator/criminal. The overall theme is going to be a toned down noir to help fit the rules. And there will also probably be some stats and inventory involved.
