Least developed CMC?

    Scootaloo has her athletic abilities, flying difficulties, and relationship with Rainbow Dash.

    Sweetie Belle has her singing, magic lessons, and relationship with Rarity.

    Applebloom is kind of a one-trick pony. If she ever gets a cutie mark, her entire character becomes superfluous.

    Probably Apple Bloom. In the past I would have argued for Scootaloo, but that just isn't the case anymore.

    Apple Bloom.

    Apple Bloom is kind of one-dimensional. She pretty much only cares about her cutie mark, but the others have other interests and traits. The only personality traits for Apple Bloom are her obsession with her cutie mark and her relationship with Zecora.
