Inkscape is what I see most people use for vectoring. Though from the 2 minutes I spent looking at it, it doesn't look super user friendly: http://inkscape.org/

I've used Inkscape before. I've attached something that I've made with it.
Note: Inkscape isn't an easy program to use.
You can PM me for a little tutorial of how to do it, if you want to.

You won't find any nice or complex graphics programs for free. The big three (2d) graphic art programs used are:

    --Adobe Photoshop (Elements or Standard)
    --Paint Tool SAI
    --GIMP

There's obviously more, and you can do quite a lot more than two dimensional artwork, but you get the gist. These are the popular ones, and I find Photoshop not to be too difficult to use. I don't work with it much and I don't draw myself, but the capabilities are pretty straightforward. Anything you need to know about is just a Google or YouTube tutorial search away.
