If you wanted to get some practice until you feel more confident, you could use pony bases off deviantart. They have vector bases available which are fantastic. I made my OC and then I got some free bases off DA since I'm terrible at drawing with a mouse. I put my base in gimp and used the pencil and magic select to do the lines the colours I needed and to set the hair. It's actually quite easy but it does take some time.

honestly, I don't recommend using biases (specially since lot of them are poorly made or just photoshop edits of png's of actual vectors).

First of all, what software are you using?
I strongly recommend using some vector software. There's Adobe Illustrator or Ponyscape/Inkscape (Ponyscape is Inkscape with additional features).
Some people can do vectors in Photoshop, but it's much more difficult, since Photoshop isn't made for making vectors (that's why Adobe made Adobe Illustrator).

Secondly, I'd recommend looking at some tutorials here: http://mlp-vectorclub.deviantart.com/gallery/34905690
Also, if you choose to use Ponyscape/Inkscape (I personally use Ponyscape), here are some good tutorials on how to use software: http://www.youtube.com/user/R4inbowR4ge/videos
and finally, go on deviant art and look up on some tutorials on pony anatomy, and how it should look.
Some practice and getting comfortable with software, and you can get it going.

Also, what I also do recommend is that you go to mlp-vector-club and find some vector (mlp vector club is exclusive pony vector artists club), and find some vector you like and download it's .svg (if you're working in inkscape/ponyscape) or .ai (if you're working in adobe illustrator) file (it's required for mlp vector club members to put link to original .svg or .ai file in description in order for vector to get accepted into the club). Open it up in your software and see what the artist did and where (also, if you'll use someone's vector, it's nice to credit him/her).
Note: if you try to open .svg file made in ponyscape in inkscape, it may not render properly, because ponyscape uses some effects that inkscape doesn't have. There's usually note in description what software was used in making of the vector.

    hope it helps
