There are exceptions. Majesty, for one. Queen Bumble in the end, surprisingly enough. And of course, Rosedust, the queen of the Flutter Ponies. And while she and some of the other Flutter Ponies, they happened to encounter Chrysalis and the remains of her army plotting revenge. Rosedust wasn't going to let that happen.
