Scootaloo is quick on her hooves, quicker on her scooter, and has the agility and reflexes of an X-Games athlete. She also has limited hovering capability- enough to slow a fall- and has the incredible damage resistance shared by all Equestrian ponies. Most importantly, she has shown remarkable tenacity in facing challenges, and the ability to face and conquer her fears. Jar Jar Binks, as an amphibious Gungan, is slow and clumsy on land. His primary weapon, the cesta, is inaccurate against small, fast targets, and lost after being thrown. His secondary weapon, the Gungan atlatl and booma, is also inaccurate against small and fast targets, has limited ammunition, and is slow to fire. Even if he does manage to land a hit, Gungan boomas do electrical damage, which Pegasi like Scootaloo have an extraordinary resistance to. His primary defense, the Gungan energy shield, only protects him in the front, leaving him vulnerable to attacks from behind. Jar Jar Binks is also very stupid, gullible, and cowardly. His most celebrated "victory," the defeat of the droid army on Naboo, was actually a defeat. After bungling his way through the battle, relying entirely on dumb luck, Jar Jar eventually surrendered to the droids. The battle was only won because Anakin Skywalker managed to destroy the droid control ship. Despite being smaller and weaker, Scootaloo is the clear winner of this fight. Jar Jar is more of a threat to himself than he is to others.
