nope, he has a sickness from birth that gave him wings, which he can't fly, and a horn, which the only magic he does is levitation(that magic took him 7 years to learn). The sickness also includes that it prevents his cutie mark to appear, so when somepony new sees him they imediatly think he's an alicorn.
