Steam technology is pretty old stuff and stayed around as a propulsion technology all the way up into the 50s in America. Anthracite coal is ideal for burning and is likely in rich abundance in Equestria as it is on earth. It's unsurprising that eventually somepony would invent steam technology and implement it in trains. It makes me wonder if Steam tech is a recent invention in trains or if the one seen in Season 1: Over a Barrel, was broken and being pulled to a place where it could be repaired...
The ponies have human level intelligence, coupled with the magic of unicorns, so it was only a matter of time before they were able to build thier world up. Magic elimating the problem of no hands ; )
