Ha, I just made up a headcanon. Ponies who live in Saddle Arabia don't get cutie marks, they get those clothes (I don't know what they're called) when they discover their talent. Each one is personalized to the pony getting them.
i think we will see them again in this season... at least i hope they didnt just throw them in for fun.
Saddle Arabian horses. Because they're from Saddle Arabia, I doubt we'll see them again, they just needed a pun for the country the ambassadors are from. I mean it's not as if they can give much into the story, they don't even speak, so they're just a tiny plot point (teehee, plot). They don't have cutie marks because they're not ponies, they're horses, which would suggest no unicorns or pegasi in their country either if logic serves.
I think that maybe they forgot to put the cutie mark on them. It wouldn't be the first time they've done it. Even Zecora has a cutie mark, so I doubt that the other species similar to ponies would not have them.
No it was intentional, there not From Equestria, and not all creatures have cutie marks, its not that far-fetched that there are Horses/ponies out there that don't have/get cutie marks. But again they were just there for plot device at the end, they are overall unimportant if/until we see the mane six go to Saddle Arabia themselves.
