good queen or bad queen?

for some time now ive been thinking about the mighty queen chrisalys. her might fused with the sheer size of her army makes her a formitable foe to the mane 6. but did anyone ever think about her reasoning? being number 77 i tend to have a kinder outlook on all the characters in the show (and just about anyone for that matter)
at one point during the show i heard her say that she needed food for her subjects. i was like "oh, so she's going through all this trouble, risking being sent to the moon, making a fool of herself, and ruining a sacred tradition, JUST for her minions. now...i think that's pretty caring. sure she could have approached it better, but she was only looking out for her people.
honestly i cant blame her. she chose a hefty supply of love and basically stood tall throughout the entire ordeal. so chrisalys, if you're (somehow) reading this. i forgive and understand you
