God, how I love this game.
Okay, let me start off by saying that even though I haven't played this game all the way through, I still feel I knew enough about it to do a review on it.
MUSIC
The title theme for this game is AWESOME!! It takes an already awesome theme and makes it better in full 16-bit glory. Here, have a listen:

The rest of the music is great, too.
GRAPHICS
This game has okay graphics, even for 1994. They hold up somewhat well today. My only complaint is that the Rangers are all palette swaps of the Red Ranger.
STORY
If you are familiar with Power Rangers, then you already know what this game is about. If not, let me fill you in on the basics.
Long ago, the evil witch Rita Repulsa was sealed away in a trash can on the moon.
In 1993, she was released, causing global havoc.
In response to this, Zordon, an interdimensional being, summons five teenagers with attitude to fight her and her minions.
GAMEPLAY
This is the big one. The one that makes it all count. Is the gameplay great? You bet it is.
It's a side-scrolling beat-'em-up, perfect for the Power Rangers series. The controls are great, too.
OVERALL RATING: 9.7/10 (HIGHLY RECOMMENDED)
Whether you're a Power Rangers fan or not, at least give this game a chance. You won't be disappointed.
