Dx12 is essentially a moot point unless you're developing for it, or looking to get a game that requires it.
System requirements doesn't necessarily determine how well it will run on your system, but 8/8.1 as well as 10 are known to require less resources.
The differences between 7 and 10 aren't the biggest, but I suppose there's a few features that are nice, like where it comes to customization and productivity.

But hey, sometimes it's simply best to try it out for yourself to see what you think. That's what I did. I went into the Insider program, tried it for a few months after release, and then went back to 8.1 & Linux.
