I'm thinking that Elysium could help fund Cryotech to cause havok in the west. I was originally going to have them as the original bad-guys, and I'm still interested if the story should keep going this way.
Run with it. Realistically, a villain that's only obsessed with destruction wouldn't have organized followers like Cryotech does. It would make sense that his goons are from a larger organization.
Useful note: Elysium Elysium is located several hundred miles from the beginning of what is known as 'The Divide', where the asteroid had made contact with Earth, in Siberia. It is the most advanced city state on the planet and because of that, is the wealthiest and most powerful with technology decades, if not centuries, ahead of any other nation (Thinking Mass Effect level tech). With a population of 800,000 (Huge when put in comparison to the world population of this RR being in the several million), it has set up a small colony on the moon with intentions to terraform Mars. Being the oasis that it had become, it is the center for all scientific and technological progress for humanity. While previously being a democracy, it had been a authoritarian-totalitarian dictatorship for several decades. The city itself, despite it's small population, would take nearly three days to cross. The center of the city is dominated by a large avenue that continues for 3 kilometers and the tallest building, sitting comfortably at a kilometer above ground, is the tower that is home to the government and the Imperator. While it appears to be a perfect utopia, Elysium is known to have a dark-side. With it's government being pro-human, many races that reside in the city are forced to live in slums. It also hosts a brutal bloodsport in which slaves, which are mostly non-human races or human criminals, fight to the death for their freedom. Those fortunate enough to live on the moon are almost completely independent from Elysium and Earth.
It works for something that I'd been considering doing with Steve's story. A place full of advanced technology holds a lot of possibilities for a man with the uncanny ability to master technology that should be well beyond his capabilities.
Also pro-human huh. I feel with the Hellwalkers main goal being to unite britain and make a pro-evolved empire spanning pretty much europe there could be some interesting conflict. Especially when I eventually develop Natasha from a pro-evolved racist to a pro-everyone.

Updated map The U.M.B is represented as Red The Newflower Republic is light blue Tech Lands are represented as Grey. From what I gathered, it's supposed to be cold in those lands. So I thought 'Hey! Why not Scandinavia and parts of Russia? And Elysium is Purple. While the land area is huge, it's very underpopulated and is mostly farmland. Population however, is growing rapidly
