It happens when I click on anything in Windows Explorer, click on anything in Skype or if I send a message. It seems to be happening with most programs at least a little. Dragon's suggestion is looking better and better.

You misunderstand me. I said Windows Explorer, not Internet Explorer. Windows Explorer is what lets you use Windows.

Hmmm... do a full spyware & virus scan. Slow performance out of nowhere points to this as another "simple solution first". Use whichever one you like, I use Spybot S&D (as well as spywareblaster for preventative) for spyware and pick your poison for anti-virus (anything but norton or mcafee <- resource hogs).
It's still scanning. I'll let you know. EDIT: Scan is still going, but I have to head to work now. We'll see the results when I get back in a few hours.
These are good suggestions. Also get rid of any files/programs you don't need. You could be running a program that you don't need in the background, so the CPU has a lot more to do.

ahem Ladies and Gentlemen, I would like to remind you all that the Everypony Admin Control Panel was only accessible by Internet Explorer after the DDoS attack on EP. I had suggested the use of Internet Explorer because Chrome, Firefox, and other browsers, were not allowing access to the CP, therefore preventing the site from going back online. For all intents and purposes: Internet Explorer saved EP. It is my browser of choice. Please do not insult it. It saved this place.
Actually it was cookies. The ACP wasn't redirecting properly. HTTP redirects are saved via cookies. IE did not have such a cookie.
