    I downloaded it very recently, so It's fully updated, I think the computer just needs a little brush up.

    I would recommend downloading Gimp 2.6. It's the least glitchy version. (unless of course you wanna go with an even older version). Point is, anything beyond 2.8 just doesn't work properly.
