America shouldn't have gotten involved, and wasn't going to... until Japan attacked Pearl Harbor. After the U.S. declared war on Japan, Hitler decided to honor an agreement to aid Japan in a war on the United States. It was not one of his smartest decisions. So, yeah. The United States' isolationist policies would have kept America out of the war, but the Axis powers forced their hand.

FDR wanted war and was well involved with his "arsenal of democracy." Lend lease, Destroyers for Bases, his protection of "US waters" that apparently went all the way up to Greenland up to the British Isles where German and Italian ships were fired on. Not to mention his support of China against Japan and the oil embargo that followed. So some could say that he forced the Japanese. Some go as far as to say FDR wanted Japan to attack, because without that he wouldn't get Congress or the people behind his plans for war. But our hand definitely wasn't forced.
