I'll have to re-read, but Frozen altered his appearance after Lio mentioned he'd have better luck in his true form. Tex is well read, and unlike Lio is aware of Windigo's. On a side note expected every townsfolk to assume Discord is Discord cause of the fang. They're all familar enough with Discord's appearance and they make that assumption all the time. Even while Discord was Stoned, if a pony had a fang they were Discord in disguise. Most of the time they were just changelings. Mind you they'd have to take a look at Discord first. When you did the map thing, only the Mayor took a good look everyone else was just surprised buy the head in the clouds.
I did re-read, but I guess I must have stopped just before getting to that part XD It does ring a bell now that you mention it though... ^ That's it, I think. Oh, and the Discord bit makes sense; I don't mind ponies seeing through his disguise, I just thought you wanted him to remain incognito
