It was, in context. Casey's crazy and violent, so casually finishing off the Shredder in the movie fit him perfectly. Which is another difference that made it happening in the cartoon so shocking. The teen Casey Jones in the cartoon is crazy, but he's never before shown any indication that he's willing to kill his enemies. In the movie, it was just dark comedy. In the cartoon, we basically watched a grief-stricken child trying to take fatal revenge.
Well the Shredder threw away his humanity, I don't know if it would affect him the way killing a person would.
Maybe not, but it was still the first time 2012 Casey went for the kill. It just weird seeing April and Casey as teenagers. I wouldn't have thought anything of adult April and Casey ending somebody. And yeah, Shredder's gone. He went from an almost sympathetic character in his twisted love for his adopted daughter Karai, to full on monster that no longer even looks human.
Yeah, but those were just space monsters to him. They had never been human, and seemed barely sentient. In the truck, in both the movie and the cartoon, Shredder was supposedly defeated and helpless. In the movie, Casey finished him off because Casey liked hurting (and likely killing, though it was never shown) criminal scumbags. Teen Casey tried to finish him off because Shredder had just murdered Splinter. It wasn't done out of a sense of justice, but out of a desire for revenge. It wasn't played for laughs, it was done to show that the new super Shredder is going to be hard to kill; and Casey, April, and the Turtles are willing to put him down for good. It should be interesting. There aren't many Western cartoons where the good guys actually kill the Big Bad, but it seems like this will be one of them.

I hope they're actually taking my idea for the EP civil war seriously. A big event/competition would almost certainly increase site activity.
