    Birds don't get electrocuted when perched on power-lines because they are poor conductors of electricity. The circuit is usually not complete because the bird is not grounded. The wires actually make better conductors, so as long as the bird isn't touching ground (like the breaker box or pole at the end), the circuit is not complete. Bigger birds, like raptors are at more of a risk of touching ground due to their bigger bodies and wing spans. Quite a few raptors (predatory birds), actually die from electrocution each year...
