I work with Gimp, so i'm not sure it'll work the same with another program. 1. Add a single pixel border in a second layer, in a color to your preference. In this case, yellow. 2. Add a drop shadow exactly behind the border, in the same color. Make sure the "Allow Resizing" box is checked. 3. Copy step 2 if needed. For additional effect, put the drop shadow layers together until you have only 2 layers left. (the image layer and the border layer), and add another drop shadow in a slightly darker color, and again, copy if needed. Copying can be done easily by pressing ctrl + f. If you'd like, i can make you a more detailed tutorial. Also, i noticed the sig i made for you cuts off at the bottom. That's most likely because it exceeds the website's signature limit. Removing the rarity icon would fix such a problem. (Honestly, i think the amount of limitation is a bit ridiculous.)

First of all, no. I can't do anything with gif files. (as mentioned in the OP) Secondly, I'm sorry to say i'm not really taking any more requests atm, so i'll re-open this thread when i decide to get back into it.
