Noticing that the massing of troops on the Windarian border didn't draw any attention, Shermane sent an envoy of 2 scouts to the bearing both gifts of food, their lives, and a golden spear to Windaria in hopes to make a peaceful treaty.
(Let's just pretend the whole teleportation idea never happened.) A.D noticed that Shermane scouts came to her camp. She did not expect that the scouts had gifts for her empire and wanted to create a sucessful treaty. She was very pleased with this and accepted the treaty.

Incendia was in trouble. The old kingdom of the Imperium was in constant revolt. The cultures of the two nations could not be combined as the Imperium citizens considered Incendia citizens lesser due to their own higher intelligence. Being subjected by an agricultural society hurt their pride and they could not accept it. In the Capitol and other cities there were constant riots and revolts and in the underground a mysterious leader and the old nobility trained more and more soldiers, replacing the mercenary army with an official army. All they needed was a leader that could rally around, and he sat in a prison waiting patiently for his people to come and free him. Actually it was one person in particular he expected. And she was coming tonight. A small boat docked in the harbor and she slid out of the boat paying the dock master his fee. With a nod he let her out into the city where she used her assortment of skills to navigate herself to Facade's prison. As she approached the gate she saw two ponies guarding the entrance. She licked her hoof and stuck it up, smiling at the fact there was no wind. Taking out a blow pipe and two poisoned darts she aimed, and fired at their necks.
Fire sat in his home, disturbed by the former Imperium's citizens. "What do they want me to bloody do, Stretch?!" He yelled out, "I let them keep their society, yet they revolt like selfish pigs!" He stood up, "I must address them, there has to be some way to reason with them!" (Should there be a roll for something like calming the population, or... what?)
A.D adressed the crowd in the middle of Verbanos, the capital of Windaria. She was in a decorated general uniform with a sword at her side. "People of the Empire, we are still strong and peaceful. We have enjoyed many memorys and friendships together. But there are those who want us destoryed, they have come once during our civil war many moons ago. They are the ones who should be destoryed, they are the ones who curse our peaceful existance. This isnt about war anymore, this is about survival of the people. This is about the survival of Terra AND THIS IS ABOUT THE SURVIVAL OF WINDARIA !!!" The Crowd burst into a gigantic applause that can be heard from miles away, whatever A.D was doing in Windaria was special, but could it be deadly ?
(I'm still deciding if there should be a roll for civil disorder, now outright rebellion is another thing though)
After hearing about the speech A.D gave, Shermane became cautious about her intentions and decided to come up with a plan that could both his army train and put them high alert without raising suspicion. He soon came up with a plan and dubbed it the "War Games" treaty, which stated that both parties armies would participate in mock war to help with military training and practice, but secretly it was to put the army on a high alert and study the tactics of the other nation. He sent another envoy with the treaty in hopes that A.D would agree on it. (I think this the part where we wait for Snow.)
